Can I use a 36kHz Infrared receiver to work with HT6221 series devices?
Answer
Yes. The HT6221 series devices use 455kHz Resonator to generate 38kHz carrier on Dout pin, which will work with 38kHz Infrared receiver. If 36kHz Infrared receiver is required, just simply replace with a lower frequency Resonator which can generate 36kHz carrier.

Answer
The HT6221, HT6222, HT6230 and HT6240 are dedicated for TV remote control encoder use and they are functionally compatible with some widely-used encoder chips from other vendors. Usually, the MCU is used as decoder in the TV set, therefore there is no single purpose decoder IC.
